Attorney / Alan Woolever

BACKGROUND

Alan Woolever is a shareholder tax attorney in the firm’s Kansas City office serving as tax counsel representing clients on tax matters related to a wide variety of public finance transactions. Mr. Woolever’s practice includes advising bond counsel, State and local governments, non-profit organizations, financial institutions, vendor finance companies, and brokers on tax matters related to capital and working capital financings in public finance transactions. These transactions include, but are not limited to: general governmental purpose and economic development projects; health, mental health, and social services facilities; continuing care retirement facilities; educational facilities; athletic facilities; museums; performing arts facilities; broadband projects; information technology projects; water, wastewater, and stormwater facilities; state revolving funds and other pooled financings; solid waste disposal facilities; airports; ports; clean and renewable energy projects; energy efficiency projects; small issue manufacturing facilities; first-time farmer loans; and volunteer fire department loans. In addition, his practice includes advising on post-issuance compliance responsibilities and IRS examinations related to public finance transactions. 

He is a member of the Board of Directors of the Association for Governmental Leasing and Finance and is a member of the Missouri Bar Association and the National Association of Bond Lawyers. Mr. Woolever is a frequent speaker on tax matters related to public finance transactions and prepares the Federal Tax Treatise related to municipal leasing and direct lending transactions for the Association for Governmental Leasing and Finance. Prior to law school, Mr. Woolever was a municipal bond trader focusing on secondary market transactions for Edward Jones.
