Michael D. McRobbie is a shareholder of the firm in the Kansas City office and has practiced law since 1984. During his legal career he has concentrated on the federal tax law relating to state and local obligations, with particular emphasis on industrial development bonds, health care financings, advance refundings, and arbitrage matters, including arbitrage rebate. He founded Gilmore & Bell’s arbitrage rebate computation service in 1987. He is a member of the Missouri Bar and the National Association of Bond Lawyers (“NABL”). Mike received his B.S. (with distinction) in Marine Engineering from the United States Naval Academy, Annapolis, Maryland, in 1973, his M.S. in Nuclear Engineering from the Massachusetts Institute of Technology, Cambridge, Massachusetts, in 1974, and his J.D. (with distinction) from the University of Missouri-Kansas City School of Law in 1984. While in law school he was a staff member of the UMKC Law Review and a member of the Order of the Bench and Robe. His Comment, Rebuilding Missouri’s Schools: Financing Capital Improvements with Tax-Exempt Bonds Issued by a Not-for-Profit Corporation, was published in the UMKC Law Review in 1984. Beginning in 1994 he has authored biannual revisions to the “Federal Tax Survey” chapter of the Fifty State Survey, published by the Association for Governmental Leasing and Finance. He has served as a panel member at the NABL Bond Attorneys’ Workshop in Chicago, Illinois, on the Tax Enforcement panel in 1998 and 1999 and on the “Basic Arbitrage” panel in 2006 and 2007. Before attending law school, Mike served as an officer in the United States Navy from 1973 to 1981, including 3˝ years on the U.S.S. Spadefish (SSN-668), a nuclear-powered attack submarine, and two years as an instructor at the Navy Nuclear Power School in Orlando, Florida.
