Joe L. Norton is a shareholder of the firm in the Wichita office. Mr. Norton joined the firm in 1980 after entering law practice in 1976. Since 1979 he has concentrated in the area of public law, with emphasis in financings for state and local government capital needs, including general obligation and revenue bonds, lease-purchase, housing and health-care financings. In addition, Mr. Norton currently serves as counsel to the Kansas Municipal Energy Agency, the Kansas Municipal Gas Agency and Public Wholesale Water Supply District No. 10. Mr. Norton is a member of the Kansas and American Bar Associations and the National Association of Bond Lawyers and is an associate member of the Government Finance Officers Association and City Attorney's Association of Kansas. Mr. Norton serves as a conferee to various Kansas Legislature Committees in the area of public finance. He was a member of the Washburn Law Journal.
